WASHINGTON – President Obama unveiled a surprisingly big $447 billion jobs package Thursday that's intended to spur business hiring and consumer spending in an economy that has sputtered almost to a halt.

Highlights include:

• Tax credits for businesses hiring new employees
• Tax credits for businesses hiring veterans
• Tax credits for businesses hiring the long term unemployed
• Reduction in payroll taxes
